yo dud on iStick it says unknown command when i try to do it can u help me plz

istick isn't working for me. I have permissions, General, PickBoat, TreeHugger, BasicWarp, ExcessLapis, and MyHome. I tried to install istick it says enabled in the terminal window. My istick permissions are 3 lines of comments and then (*), . Am I doing something wrong?

Hi there, im using Permissions, GroupUsers and Essentials.
They are all working fine, but i dont understand Permissions.
But i got one problem, it is that new players can't build without adding them to the GroupUsers list (users.txt)
It is ok to add them to the users.txt file, but i have to restart the server so they can be added.
