The jar in the Beta 4.2 zip file is 4.1 i re downloaded it multiple times an im still getting the 4.1 jar.

Permissionsbukkit? yes. but its not that great to be honest. PEX has a lot more features and is easy to setup an migrate to.
If you want something as close to perms3 as possible, go with PEX. I use them for my server an have no issues.
