Yep, just remove all item frames. I think only the ones with maps cause this issue, so it should be enough to destroy just those.
For now, just block item frames with e.g. WorldGuard and remove all existing ones from your world. They're somehow causing this problem.
Just leftclick all item frames you can find on your world to destroy them.

I have no idea why you can dupe items, it doesn't make any sense. Could be a bug in Spout, I don't know yet :/
Did you set up your permissions correctly? It works perfectly on my CB1185 testserver.
