I use craftbukkituptodate (http://forums.bukkit.org/threads/admn-craftbukkituptodate-v2-1-5-keep-your-server-plugins-up-to-date-556.5026/) to update my plugins
were you/are you running an old version? There was a bug fix for multiple downloads a while back that stops it from hammering web servers. Last I checked, you had over 274 downloads.
Hm strange, I got the last version yeah, but I restart the server like 5 times a day, so when I had the old version, that could have been a lot of downloads.
