I kind of what to know this too...I assume it could be a permissions thing. I haven't checked yet, but its a command you should be able to block it for regular users. Oops jtlcr got it. NVM.
umm question, Why does it matter if they can see what plugins you have? blocking it just seems kind of useless
Who doesnt like to surprise their players? Like hiding the plugin NaturalGiants and then laugh as your players scream at night? You can also hide the anti-greifing plugins so greifers will think its safe to greif. And then you catch 'em.

Because letting your players know that you have BigBrother, or Logblock, is like telling your players you have a coke bottle and a pin, you just have to know how to stick the pin in the coke bottle and it will spill;
Yeah I would block it just to ban them. Sometimes when running a server the less the player knows about the server is better. Say there is one plugin that is one the server that only one person can use and so people see it and complain oh why can't I use that. Also I run a few logging plugins that I would rather like to hide for what jtlcr777 explained. But it depends if you care or note.
