lasso plugin

a plugin that uses a fishing rod with a custom model data of 1234568 to make a lasso
when you lasso someone they get tied up and cant move or jump and they can be dragged by the person that lassoed them. if the person that got tied up keeps pressing space bar they have a chance of breaking free.
right clicking someone you lassoed with the lasso will untie them.
commands: /lasso - gives you the lasso

I'm just getting back into plugin development, I want to give it a go. Might not be as fast as other people. But i'll do my best.

Is this for version 1.17.1?
