I don't really understand, what you're saying. Do the client says, that there is 4 mods loaded, or the server? Hub servers use bungeecoord or lilypad to achieve this. Very muliple worlds.

Do you mean actual mods, or do you mean plugins?

(if this is for client-sided mods) and you want to disable the certain mods on your server, you would have to ask the Mod creator how to disable the mods. If you want All mods disabled, then you simply cant. Unless the mod asks the server if the mod should be enabled, there is no way to even check if a player has mods.

"use mods make a hub server that contains no mods" ???
You probably meant plugins. Most of the hub servers without bungeecoord or lilypad use multiworld structures. One world is the hub, 1 world is the minigame, one world is the factions, etc.

if you don't want it to be complected and use BungeeCord or Lilypad, then use Per-World-Plugins with Multiverse! If you use MCProHosting I recomend using BungeeCord beacause it is easy to do and there is a support team. And if you mean mods? Well that would be for if you use mods it would have to be a spigot server with mods enabled. Mods to build a hub server, not possible unless you are using forge-world-edit for your mod but WorldEdit bukkit/spigot plugin is a lot better! I just stick to 2 un-bungeecord servers for my servers because I want to keep it simple for me! How to make a spigot server here with BukkitGUI and for others I don't use but this server is easy! Mods folder for your single player is different than multiplayer mods for plugins and mods use this video

I'd say it's less complicated using BungeeCord/Lilypad. You don't have to worry about tons of issues that arise (cross-server chat, plugins interfering in different worlds, etc.

Yeah, due to the fact that BungeeCord requires you to be in offline mode, you can't really recommend it here.

I can recommend it, but users would have to go elsewhere to get support for it. Honestly, I think this rule is archaic and is rarely used for the reason it was created. Since BungeeCord/LilyPad validate the player when they login, even though the server if offline, the players are still validated.

    But yeah, offtopic.
