How come I can't use the /plugins command?

So I thought that I gave myself (owner) access to all commands? Here is my permissions ex:

In the chat it puts me in the group "Owner" so I know that it's working, but why isn't it giving me the /plugins permission?

Just do /? it's the same thing.

Try giving yourself bukkit.command.plugins or op.

Also ensure you have the latest version of your permissions plugin (PermissionsEx).

You failed to give yourself ANY bukkit permissions or even PEX permissions.
