blubber980 At what time was this happening? My first guess reading that would be that it's an issue on Mojang's end, but if it's continuing to happen, it's most likely not. Can you please provide your server log using www.pastebin.com

blubber980 Sorry for the late reply. If you want a fast response from me, please "Tahg" my name.
Are you running the server locally or via a host?
Can anyone else connect to your server?
Can you also provide your server.properties

Whenever you get this error message, go to help.mojang.com and see if all services are reported as being up. If not, you just have to wait for them to fix their services.

If they are up, then your server is having an issue connecting to them. Might be a firewall preventing connection or if on a Windows PC, maybe there are entries in your C:\Windows\System32\Drivers\etc\hosts that are re-directing mojang sites elsewhere (such as a virus/trojan trying to intercept your ID/password)

blubber980 I'm not really sure what might be causing this to happen besides what LHammonds said.
Try doing what he suggested, or disabling your firewall all together for testing purposes.

Change "online-mode=true" to "online-mode=false" in server.properties and see if you can connect via "localhost"

Even if you have no internet access at all, this "should" let you connect I think...but maybe not...I have not tried and I think I read somewhere that the minecraft launcher won't connect to any multiplayer servers if you don't have Internet access (they used to).

Give that a shot and let us know. However, this is not a permanent solution and would only let you play on your local machine (not even close to a good idea when it comes to others connecting and playing)

Something somewhere must be blocking Mojang services on the machine running your server or your internet router.

I am very sorry for the late reply, I had the exact same problem.

    How I fixed it:
I checked my port forwarding and my computer (local IP I think) IP had changed, I simply changed all the port forwarding to port forward from my computer the servers where being run on. I hope this fixed it for you, bye.
