I will try and make this plugin for you as I am new at coding. Do you want the command /batscare (player) or just /batscare.
Just /batscare you can add both but when people do /batscare with no name it will spawn it around them
I added this to http://dev.bukkit.org/bukkit-plugins/mhalloween/ you can disable everything else if you don't want it.
winter4w So far I have the /batscare command that spawns 10 bats where your standing and makes a portal sound. I will finish the rest (/batscare [player]) when I get home from school. Hope you like it when it is done!
