1. Have you portforwarded? 2. Did you fill in the correct IP in Minecraft 3. If you filled in your right ip, are you also using your port :25565?
Enable-query is not required in order to connect. You should probably check the IP on the machine you are running as well as any firewall that is enabled. You might need to open a port.
This happens when you update your client to 1.7.2, but run your server in 1.6.4. It will ping until the end of days, and nothing happens. It won't give you the "yeah, there's a server, but it's a different version" That's wrong, untrue, and has nothing to do with OPs question. Don't reply if you have no clue what you are talking about, please. That's as well completely wrong and useless advice. See above. In your Minecraft client, check the Profiles button. Select 1.6.4 (assuming you run your Bukkit server in 1.6.4). Then it will show up in your Multiplayer list, and you can connect.
I always used hamachi for my server. But now people can't connect anymore. but i run a 1.6.4 server, but i can't get on it anymore
Hamachi has nothing to do with it. Are you running a 1.6.4 Craftbukkit server? If so, after you updated your Minecraft client to 1.7.2, you can't connect anymore, nor will it work in the server list. Try selecting 1.6.4 in your Minecraft client profile, then your server will show up properly and you can connect.
Your server.properties looks fine, but max-build-height can't exceed 256 as far as I'm aware. This is a Minecraft restriction. Please post your startup logs.
MegaNarwhal has a good point. If you go any higher than 256 you won't be able to connect. I figured that out the hard way a long time ago.
