is your IP set to a static IP and are you properly port forwarding ?

You need a static IP, and also I suggest forwarding 25566 or something other than 25565, because sometimes 25565 does not work properly..

How do you know your port is closed? If you're using a third-party/off-site tool and your Minecraft server is not running when you check, the port will show as 'closed'.

If the port was not forwarded at all, it would show as 'stealth', not 'closed'.

10.1.2.139 is a non-routable IP address. That means it's only valid for use on your LAN, and no one will ever be able to connect to you from the Internet.

You need to contact your ISP to ask how to set this up.

    And leave server-ip blank.

If you are behind a firewall such as the one in Windows, be sure that Java is allowed through. Also if your router has a firewall, check to see that data is allowed through on that port. For router specifics, check with your manual or you can find them online. In the server.properties, you usually should leave the IP field blank.

And to correct Bobcat00, if the port was allowed through the firewall correctly and was forwarded, then an outside address would see the port as open - the OS would automatically send back a ping response. You can check the following help page for Windows Firewall, assuming that is what you're using. Also be sure your anti-virus program allows it through if it has a firewall.

If you're on Linux, I can provide better help with this if you need it.

All ports ,Java and minecraft , are allowed and open in Windows firewall and router firewall is disabled , for the anti virus i'm using Avast Pro . i will check the firewall for that / I was using windows 8 , now i'm using windows 7

10.1.2.139 is a non-routable IP address. Try a trace route to it, and you'll see.

EDIT: It's not clear to me if 10.1.2.139 is his LAN or WAN (external) IP address. If it's his WAN IP, there's no way to allow access to his server from the Internet.

put your ip exactly how it is and there is a port= option where you put your port. if you put them on the same like this will now work

No need to be unpatient when people are trying to help you.
Your ACTUAL ip address is at: ipchicken.com
and make sure you portforwarded CORRECTLY.
Those two together will open your port eaisly.
