It's been widely debated whether a developer is allowed to withhold a plugin from you without you first paying for it. When I first came to the Bukkit scene, not too long ago (around build #600) I was under the impression this was entirely against the rules. Doing a little bit of research, the answer now seems unclear as it is not directly specified anywhere.

Could I hear from a member of staff, or someone that might know, is this allowed and/or legal?

Although I'm not from a member of the staff, I would assume that developers are allowed to sell their plugins. After all, they did develop it. And while I would like all plugins to be free for the sake of improving everyone's server, It just wouldn't make sense to force developers to make plugins for free.

Again, I do agree that it would be nice to have all plugins free, it just isn't happening.

Rule 5. No selling of products or services, unless approved by a member of the administration.

    EDIT
I disagree, It's very time consuming making a plugin, (I'm still a noob) but it took me 6hrs to make a home plugin

Read the rules and you will learn quickly :p
You can buy private plugins but you can't say that your buying it on bukkit, you need to talk about payment over skype or something

You cannot sell your plugins or offer money for plugins to be made through the Bukkit forums, IRC, dev.bukkit.org or other Bukkit related community areas.

This also includes PM's on the forums or dev.bukkit.org.

If you REALLY want to pay for a plugin, take it offsite eg. skype etc.
